Boards of Variance are administrative bodies empowered to relax the provisions of zoning bylaws under certain circumstances.
In Vancouver any person affected by a decision may ask to have it set aside.
An Applicant for a variance must show "hardship" relating to the site or development.
A decision of a Board of Variance can be appealed to a court if the decision is patently unreasonable or outside of its jurisdiction. Otherwise the decision is final and there is no appeal.
The procedure is informal, cross examination is not allowed and rules of evidence are not followed.
